A unique Service Rifle chambered in 12.7mm called the 'Survivalist's Rifle' appears in the 'Honest Hearts' DLC. They aren't having a blast, but they don't complain. A terrifically average rifle, the Service Rifle is a direct upgrade to the Varmint Rifle in the 5.56mm rifle category, having superior stats in almost every respect, and remains useful until the player acquires better weapons. The typical legionnaire isn't given an assault rifle, but they are wearing equipment better suited to a desert and they are accustomed to the environment. They are very vocal about hating it in the Mojave unless they're on the strip. They are wearing hot and heavy gear, they are out of their element, and they are overwhelmed with problems that are our of their immediate control. I always appreciate that the average NCR soldier is far better equipped than the average legionnaire, but they look like a fish out of water. If a small band of Legion cannon fodder is on par with a squad of NCR soldiers something has gone wrong. The legion's doctrine is to throw poorly equipped cannon fodder at you to wear you down then throw a wave of properly experienced and equipped soldiers at you while you're weakened. There is also no reason why a squad of legionnaires and NCR soldiers need to be balanced they're completely different armies. Weapon balance patches are meta you're not going to find a lot of room for lore nuance.
